Work service probably.

 

I've seen them do this back in the days before the R-46 was ever transferred to the A.

 

I saw an R-46 at Rockaway Blvd. a few years ago. The train was not in service. It was signed as the "E". It was delivering the workers to their destinations because the cars had AC.

 

Probably same here.
