Yeah, but wasn't there some kind of issue going on with the DSNY labor unions at the time? 

How is it Bloomberg's fault then if the DSNY workers decided to take out any issues they may have with him in such a way as to risk life and limb of others to prove a point. 

 

If anything, if it were true, the union should be charged with negligent homicide for the two people who died after the storm because EMS could not reach them.

I agree to an extent. Too late now though.

Aren't weather related emergencies called from the governor any way and not the mayor?

 

The Governor can declare a State of Emergency with National Guard troopers and such. The mayor can declare whatever he likes, but for the most part he basically directs the people who direct the schools and the plows.
