I don't know how you come to that conclusion..... To be honest I think it was better for the Q53 to make more stops because it served more areas from the Rockaways. It made sense because the Q11 had too much of a burden along Woodhaven..... The minute the 53 started making more stops, the less crowded the Woodhaven route became......
