I think they are trying to keep them on the B82. However, they have shown up on the B42 at least twice now and that's only because the B42/B82 interline on certain runs.
I feel like it would be easier to just add more service between Terminal A and 74th Street and have those trips serve Bulova. Something similar to what the B15 does with the Spring Creek short turns.
I ride the B42 every day and I can say that they aren't lying in that article. The little bottleneck between Flatlands and Glenwood on Rockaway Parkway plays a factor. I can tell you multiple occasions where the B42 hasn't ran like it's supposed to.
