No I don't think the Local usage would be less, I am just stating my thoughts as to why I think the 12 Local has the headway it does. Some of the local stops along Fordham Road are served by another bus or has the SBS bus stop a few blocks away. I'm not saying that nobody uses the 12 Local. Some 12 Locals I see are packed but I am just stating a theory about the headways.
