The reason for a service existing is to separate north WPR and Dyre crowds - Dyre mainly consists of Manhattan-bound riders (mainly for the east side) while WPR consists more of intra-borough traffic. It therefore makes sense to separate these two crowds by having the mainly serve the intra-borough traffic (considering a lower demand for the West Side and the 's slower route into midtown) and having the run express considering that more riders there are commuting into Manhattan for the east side.
