Following the rule, the most restrictive law / ordinance takes precedence, remember that the smallest area on the line can have an ordinance restricting train speeds to, say, 35 MPH within its limits.   2. Sorry to correct your caption, but this is NOT a DD2. The wheel arrangement is 4-6-0-0-6-0, which is a GG1. The DD2 was similar in body style, but its wheel arrangement was 4-4-0-0-4-4 Otherwise, a good picture of an engine in its finals of construction, I.E. off to the paint area.
