The schedule says they're both "every 4-6 minutes". That would imply that at the peak, each is every 4 minutes, or 15tph. How would the locals be too frequent? 25tph ( + ) or 21tph ( + ) isn't that frequent. Since, nobody has posted a scenario, NEXT A washout makes the area near Chambers St. trains cannot use City Hall/Chambers St/WTC stations.
