some G.O's dont make sense. How can you have no service between 180 st and 149th-GC because of construction and still run the through that area?

  The is cut so there wouldn't be too many trains passing along the right of way where MOW is at. It increases the headways along the WPR Southern portion. If the were running, there would be (2)s and (5)s back to back, which will cause delays and the workers to stop and resume back and forth too quickly. Plus cause the (2/5)s to stop and stay, when required.
  
  Sometimes the will run, if the G.O. is just minor, but delays are still possible.
