It would run via a new Harlem River Tunnel and via Third and Webster Avenues to Gun Hill Road-White Plains Road. At East 138th Street, there would be a transfer between the (8) and and at both East 149th Street and Gun Hill Road -White Plains Road there would be a transfer between the (8) and the . This line could benefit the Middle Bronx where the only train service today is on the Grand Concourse and Boulevard and on Westchester Avenue/Southern Boulevard. With transfers to the and , it could potentially help relieve Lexington Avenue. It also would allow for the and to possibly be extended to Lenox Avenue (Minister Malcolm X Boulevard) with a transfer to the or to Harlem-Saint Nicholas Avenue (Senor Juan Pablo Duarte) with a transfer to the ( which could benefit 125th Street (Right Reverand Dr. Martin Luther King, Jr. Boulevard).
