So why did they not continue with Automatic Train Control on the 42nd St shuttle, aside from the "substantial research and expense" cited in the article? If the money and expertise had been there, would it still have been blocked by the TA administration? How did the fire at Grand Central relate to automatic train operation? Was it caused by some shortcoming of ATO that a human presence could have avoided/resolved? Or was it just afraid riders who wanted human operators back, much like with the OPTO trials on the (L)?
