The study, conducted by the Independent Budget Office, also found that 54.5 percent of the people who use cars to commute to Manhattan are suburbanites with relatively deep pockets. Both sides in the battle over congestion pricing quickly seized on the latest numbers, extrapolated from 2005 Census data, to back divergent viewpoints.
