Odd sighting in Hicksville

I was driving earlier and I noticed crossing over the road there was an odd train car moving on the track, it had bright headlights on the back and two strobes, it was dark and I couldnt get a good look. Is this the track oberservation car? It was moving slowly towards the station from the Port Jefferson branch.
