Hylan Blvd I wouldn't trust, since it can sometimes get backed up in the New Dorp area. Another tip: Southbound, there can sometimes be traffic jams in the right lane as you approach Drumgoogle Road West (which becomes the Richmond Parkway, which heads out to the Outerbridge). What you can do is just go a block further to Arthur Kill, make a right on Arthur Kill, and then make a left on Drumgoogle (so you'll cross under the underpass twice).
