What was the reasoning for the B-A1A truck arrangement?

 

I know some locomotives had differing trucks because of uneven weight distribution, and others because of the limitations in traction motor technology (co-bo specifically for getting more HP) and whatnot, but i was just wondering why the FL9 has 2 and 3..
