I think they had to shut off the water main from under the street. Impossible to shut off from the hydrant with that much water pressure coming out of it. Parking brake should have been on. That is in response to the lady falling off the wheelchair lift. If it were a low floor bus, lady doesn't fall off which probably wouldn't have led to crashing into the fire hydrant because of a discombobulated driver.
