It won't just be the NEC , 7 other corridors , restoration of almost 15,000 miles of Northeast intercity , Urban Rail and Commuter Rail. Also some rerouter lines so if one line is closed or damage you can send trains on that line , they do it in Europe. Each state has a 2030 plan , are state has fallen behind but others have accelerated. Since we live in the Northeast things will get built faster then the rest of the country. The Population trends are changing which will help the Northeastern network rebuild itself quicker , more ppl are moving back to the Urban areas. 20-30 years this should all be done.
