That is just more proof that they don't actually go down to these neighborhoods and see which option would be the best routeing option. They probably looked on Google Maps, saw that 10th Avenue was marked yellow (meaning that it is a major street) and routed it through there. I agree 11th Avenue would've been a better choice.
