The MTA is not selling them t-shirts. They're not in the clothing selling business unless I missed something. That clothing line is by New York Subway Line, a clothing company with an official MTA license to sell subway merchandise.

You're right, the New York doesn't sell those themselves, I believe other comanies such as the one brought up by you make up the t-shirts. City Merchandise makes other related memorabilia such as toys and gift items.
