It would look cool if you cold confine it to the El and the train. That would defeat the tiltshift effect since both the top and bottom of the picture must be out of focus to create that miniature scale look. What about if the picture was slanted so that the trian and El were in the middle then the photo was tillted back to normal, would that still work?
