On the BMT station, you need a key, which you're correct is not a conductor's key from up stairs. Once you're in, you're just talking about a normal station. On the IRT station, the platform leads you up a flight of stairs. Up the stairs, to the mezzanine, you are greeted with two stairways. [Way back when, the mezzanine was used as the last place the public could stand before a train arrival.] One stairway has been covered with a concrete wall. The other stairway leads you up to the City Hall parking lot IIRC, and the top of that is covered in metal bars, under a grating for ventilation. I've never heard of that being open save for the worst of emergencies. The BMT station you could get out of once you're in. The IRT station, the only way out is once you're on the next out, or you'll become a stew before you reach the platform. Either way the person has trespassed in a restricted area, and in the case of the second probably becomes hamburger meat. Bad idea. Get too close to it or touch it and the alarm goes off, and since it's near City Hall prepare to get the business from law enforcement when they arrive.
