Who puts up the bus stops in NJ?

As far as I remembered, the bus stops that NJT have are provided by either the NJ DOT or the City/County Government: In other words, the city that has the bus stop is the one that decides on where the bus can load and unload a bus, as well as having the final say on which way a route can operate.

For example: The 84P (Jersey City - Journal Square via Park Avenue) is allowed to operate on Park Avenue between 77th Street in North Bergen to 31st Street in Weehawken. They are not allowed to operate that line on any other street locations except in the following circumstances: The regular was is blocked off due to Police/Fire/Medical activity; The regular way is blocked off due to a festival/parade/march; The regular way is blocked of due to construction, which NJT and local government will work with one another to workout a detour for the buses to operate: Similar to the Union City mess that happened last year: Weehawken police didn't want to see buses leaving the Lincoln Tunnel from NY to enter NJ via the Hoboken exit, and making the turn to reach Hackensack Plank Road. Instead, NJT was told that they have to take the Kennedy Blvd. Exit on 495 and loop around 32rd Street and Summit Avenue to pick up the passengers on 31st and Kennedy Blvd - one bus stop taking the place of 4 bus stops: 31st and Park, 31st and Hudson, 31st and Palisades, and 31st and Bergenline.)
