Flushing line updates

I recently noticed theres new "wire holders" along the elevated line on the (7) line. Why would they add these? is it for the new CBTC signals?

They also added new timers between 40th street and 33rd street so instead from going at 40-45MPH (forget which one it was) it went down to 35 MPH. Hers is a pic of the "wire holders" i was talking about it. Sorry for quality camera phone quality.

CBTC does not have "signals" in the way we normally think about NYCT conventional fixed lit signals with aspects. What you see on the (L) is just modified, but in fact, they are unnecessary but are only there in case CBTC goes down and they need to operate with the traditional signal block system.
