You bet your ass they will continue to charge fees for tests, the whole reason they are taking it over is so they can jack up the fees for their tests and make more money off of them and also rape the rules to keep your app money and disqualify people for any little thing while at it.

They still have to follow NYS civil service laws on how much test will cost and what the qualification requirements need to be. So they can't just rape the rules as much as they want. I do believe they will increase qualifications for most titles, which would be a good thing. There is no way someone should qualify for the C/R job with just a HS diploma and no work experience of any sort. While T/O requires HS diploma and 5 years work experience or college to substitute work. And S/A requires Hs diploma, and 2 years of direct relevant work experience in high volume customer service, with lots of restrictions on what kinds of customer service that doesn't qualify. And the fees will still have to remain in the realm of the starting pay or top of what ever job you're applying for. So if starting pay for said job is $40,000 and $65,000 at top pay the test should cost between $40-65.
