We don't have to. It would be exactly the same process as buying a weekend City Ticket. When you buy a City Ticket at an LIRR or Metro-North station, the screen shows you the stations for which it's valid. All are located within the NYC limits. The TVMs already don't ask you for proof of NYC residence when you buy a City Ticket. Why would they have to if the railroads charged a transit fare for Bronx, Brooklyn and Queens commuters on weekdays?

 

In order to minimize the number of non-NYC residents who might try to bum a lower fare by purchasing a "weekday city ticket," the MTA can sell those tickets only at TVMs and ticket windows located at LIRR and Metro-North stations within NYC limits. As for weekly and monthly passes, they can be printed in different colors to distinguish them from standard LIRR/Metro-North passes. Print clearly on the pass "Not valid for travel to Nassau/Suffolk (or Westchester/Connecticut) stations." I doubt we'll have a whole sea of people driving from Ronkonkoma or Chappaqua and parking their cars on streets in areas of the Bronx and Queens where parking is tight or areas that are sketchy just to get a lower transit fare on LIRR or Metro-North.
