Simple:

(7) would run to Hunterspoint Avenue and terminate at worst.

Any such reconstruction would be done in phases over a few years.  They would not do all of it at once, but it would take out portions of the (7) and the (N)(W) when the Queensboro Plaza area is worked on.

NEXT:

New rounds of rail conditions at key spots happening all at once:
On the northbound local track at Mott Haven-138th Street in the Bronx.
In the area of the switches between Nevins St. and Atlantic Avenue preventing trains from going past there on the IRT.
In the area of switches between 34th Street-Penn Station and Times Square on the Broadway-7th Avenue Line preventing trains from going through there.

(7)<7>: Express service suspended and operates between 34th St-Hudson Yard and Grand Central-42nd St only

42nd St Shuttle, M34 SBS, M34A SBS, M42 buses will run 24-hour.

Q19, Q23, Q32, Q33, Q47, Q48, Q49, Q53 SBS, Q58, Q66, and Q72 buses will operate overtime.

(E)(F)(M)(R) will have additional service.

LIRR will cross honor (7) train passengers at 34th St-Penn Station, Hunters Point Av, Woodside and Flushing.

Queens-Midtown Tunnel will have exclusive bus lane during  rush hour AM toward Manhattan and PM toward Queens.

3. Local shuttle buses operates between Flushing-Main St and 74th St-Broadway.

4. Local shuttle buses operates between Queensboro Plaza and Vernon Blvd-Jackson Av.

Scenario

  • A power outage knocks out WTC and City Hall, affecting the (1)(R)(W)(E)(4)(5)(6)(J)(Z)
  • An NB (M) train goes too fast around the curve just before W4 St, then runs onto the (C)(E) track and stalls, closing the NB local tracks (6 Av and 8 Av). The SB local tracks and all express tracks are not affected.

Reroute: (1)(R)(W)(E)(4)(5)(6)(J)(Z), and NB (C)(F)<F>(M)

Here goes:

(1) is extended into Brooklyn and runs with the (3) to Franklin Avenue and then (4) to Utica Avenue, where it terminates.

(A) runs local in Manhattan from 59th to 34th Street-Penn Station

(B) and (Q) run regular routes to Prospect Park, where they terminate (some trains continue to Church Avenue with some stopping at Parkside Avenue).

(D) and (N) run regular routes to Atlantic Avenue-Barclays Center ONLY!!

(E) runs normal route to 34th Street-Penn Station, where it terminates.

(F) and (G) run regular route to Bergen Street ONLY.

(J) is extended to Jay Street-Metrotech (R) station to replace the (R) in the Montague Tunnel. 

(R) runs in two sections:
71st-Continental to Canal Street (Tunnel Level)
36th Street-4th Avenue to 95th Street-Bay Ridge

There are two special through shuttle trains that run through Coney Island Station, both beginning at 36th Street-4th Avenue:
Via West End, stopping on the (F) platform at Coney Island to the Culver Line, terminating at Church Avenue on the (F)(G) 
Via Sea Beach,stopping on the (N) platform at Coney Island and via the Brighton Line, terminating at Kings Highway on the (B)(Q)

The entire Atlantic complex would be affected by this as well.  WIth that in mind:

(2) and (3) run their regular routes to Wall Street!
(2) also runs from Eastern Parkway-Flatbush Avenue
(3) also runs from Eastern Parkway-New Lots Avenue.   

(4) and (5) run their regular routes to Borough Hall ONLY (some trains terminate at Bowling Green)

Single-track shuttle trains operate from the (2)(3) platforms at Borough Hall to Nevins Street.

(B) is suspended

(D) runs regular route to Broadway-Lafayette, then via the (F) to 2nd Avenue, where it terminates

(F) runs regular route to Jay Street, then with the (C) to Euclid Avenue
Some (F) trains run regular route to Bergen Street or terminate at Jay Street.

(G) runs regular route to Bergen Street ONLY.

(N) and (Q) run via the tunnel and replace the (R) to Jay Street-Metrotech, where they terminate (some trains continue to DeKalb Avenue)

(R) runs in two sections:
71st-Continental to Whitehall Street
36th Street-4th Avenue to 95th Street-Bay Ridge

(W) is suspended

(1) Runs in two sections:
242nd Street to 14th Street
Shuttle between Chambers Street and South Ferry 

(2) Runs as follows:
Some trains run 241st Street to 34th Street-Penn Station
Some trains run Chambers Street to Flatbush Avenue
Some trains run via the (5) between 149th Street and Nevins Street

(3) Runs in two sections:
148th Street to 34th Street-Penn Station
Chambers Street to New Lots Avenue

(A) runs in two sections:
207th Street to 34th Street-Penn Station with LIMITED service to 14th Street-8th Avenue (local in Manhattan)
Canal Street to Lefferts Boulevard OR Far Rockaway.

(B) runs with the (Q) after DeKalb Avenue to 96th Street-2nd Avenue, where it terminates.

(C) runs Canal Street-Euclid Avenue ONLY!

(D) runs in two sections:
205th Street to 34th Street
Broadway-Lafayette to Coney Island

(E) runs from Jamaica Center to 34th Street-Penn Station ONLY!! (Runs on express track southbound)
There is also a shuttle train from the Chambers-WTC (E) platform to Canal Street single-tracked from the uptown local platform.

(F) runs in two sections:
179th Street to 34th Street
Coney Island to 2nd Avenue (Note: Some trains terminate at Delancey Street)

(G) is extended to 71st-Continental to replace the (M) in Queens.

(M) runs normal route to Essex Street, then via the (J) to Chambers Street, where it terminates.

(N) runs via the Montague Tunnel and local track on the Broadway line in Manhattan to accommodate the (B) running with the (Q) on the express track.

Next:

Switching issues south of Broadway-Lafayette force any trains on the southbound "local" track to run to go to the Broadway-Brooklyn line at Essex Street.

There are signal problems south of Whitehall Street leading to the Montague Tunnel, only allowing Nassau Street Line trains to access it.

There is a rail condition on the northbound local track at 49th Street on the Broadway Line

There is also a rail condition on the northbound (E) level track at 50th Street-8th Avenue.
