I believe that some T/O's allow you to go through the loop, but if the T/O says you can't go, then wait for the next train and see if that T/O allows you to do so. Technically, there is no rule against riding in the City Hall loop. In fact, there's an announcement that plays automatically when the doors open on the downtown platform at Brooklyn Bridge that the next stop is on the uptown platform and that riders staying on the train must remain in the car at all times. At least, that's what the employees have said on the forums. Of course, the announcement can be interrupted and the T/O or C/R can kick everyone off at their discretion.
