When mta employees retire, do they hire?

I know a mta conductor whose retiring,and he says they maybe hiring for lots of mta titles,retiring people must be replaced. I believe this is the same for mnrr and lirr, does anyone know for sure?

They know exactly when people are approaching their retirement years, depending on contract, etcetera, and begin hiring before that time comes. They've been hiring a lot of Train Operators and Conductors within the last two years. They're not done hiring off of the Train Operator promotional list but they have begun hiring from the Open Competitive Conductor list.
