So it's legal to run it without plates then????? It definitely wasn't in service.

There have been job listings on the MTA extranet for people to work in Mega Depots. Depots with over 500 operators. Could you imagine?

Maybe they were testing the run for comfort & logistics & turn geometry etc etc? GPS testing? Security run? It must have DOT numbers somewhere to run without plates unless a PANYNJ officer is driving it?
