RIOC will offer free shuttle bus between Roosevelt Island Tram Station, 21st St-Queensbridge, Queensboro/Queens Plaza, 2nd Av and Lexington Av-59th St station. Since you said that all those roads were closed due to accidents, I assumed it meant cross streets, and the "9th Av from 57th to 34th Sts," even though an accident would never close more than a block or two unless there was a fatality or fire/explosion.
