Turning trains at 2nd Ave keeps a stream of trains going back to Queens, and sending trains on the maintains service to Coney Island, and on the Culver line (on the trip heading back to Queens) even if it's a roundabout trip for people coming from Manhattan. Whenever there are unavoidable blockages, it's best to try and maintain some kind of normality where possible.
