I am sure that during peak hours, all kinds of rail systems go over their design capacity. From riding PATH, i can tell you now that total capacity number doesn't mean much and is based on averages. I'm sure the total number of people it can crush loaded fit is more in the 250-300 range. Large numbers of people don't take up as much room as you'd think. But 500, no freaking way.
