Summer/Winter setups

For those you don't know, subway changes are usually done to coincide with a new "pick" for employees, as per the current CBA (that's why its always done in June and December). Manangement has for awhile tried to get the union to agree to a one-year pick (December), which does give some internal cost savings, but the union has fought this for fairly obvious reasons. The summer pick often goes from mid-June to mid-December and the winter is the rest of the time. I'm wondering now (and I wish all the TA employees that post here to chime in on this one) if a compromise can be struck to move the pick to a "truer" summer/winter, which would be from May 1 - October 31 for the summer, and November 1 - April 30 for the winter. Obviously the only holidays that change picks are Thanksgiving (summer to winter) and Memorial Day (winter to summer). However, this would allow the TA to better structure services that get more seasonal ridership...

 

The (A)(C)(D)(H)(Q)(1)(4)(6) gets more ridership in the summer than winter, those services can then be boosted more accurately (more jobs to pick) when the ridership is there to support them.

 

For instance, the (A) gets beach crowds in the summer, the (C) gets museum crowds in the summer (which has railfans crying for a service boost or additional separate service), but this wouldn't be warranted in the winter, where there are seats all over the place on CPW and non operating crew cars in the dead of January...

On the (Q), a small boost in service.

 

On the (A) - Less Lefferts-bound trains more Rockaway bound trains.

 

On the (C) - refer to one of the ideas in the CPW weekend discussion.

 

On the (D) - small service boost of trains for Coney Island and Yankee Stadium.

 

Fantasy idea: Coney-island express. Train running on the Culver express tracks or the Brighton Express tracks. During summer weekends only.

 

On the (1) - new possible skip-stop or just more trains.

 

On the (4) - My guess, Yankee Stadium. Some trains short-turn at Brooklyn Bridge or Bowling Green providing Yankee stadium with more service.

 

On the (6) - More trains.

Well this is not about what is to be done with those services, its about the idea of changing the pick to have services that do different things at different times of the year.

 

For instance, in such a scenario, the (H) Rock Park shuttle could be run from May-October weekends, and have picked staff able to work those jobs, and cost savings could be found there. The (C) can have its 8 min headway during the summer pick when its needed, but can have its 10-min headway in the winter. The (Q) needs extra service now, but probably not in the dead of winter when Coney Island is by in large closed, it might be able to get away with 12 minute headways instead of 10. The same can go with other services that get ridership boosts when weather is warm and have shopping or tourist destinations that are weather dependent (which is the common thread among all those services except the (4)).

Less Lefferts Blvd trains will mean more crowds at stations. And more pissed off passengers. Not a good idea.
