PA 5 Car Number

I came form Newark today and as we pass the yard i see the PA5 Stitting in the Yard quick Question where are the Numbers starting @ 51xx or 56xx, they were couple together 5600-5101-5100-5601?

I am just guessing, but i think this has to do with cab car number assignment.

I thought it was suppose to start from 5820 or so.
