As far as I'm aware there's no switch between the two stations, so it seems odd that they're there. That's just one of them, there are plenty to view along the Concourse, Eastern Pkwy and WPR segments (among others) as well. When NORTH of HP got changed to a diamond crossover, the single switch SOUTH of it was redundant. The homeballs are still there because those signals can be controlled by the tower.
