Assimilate them into the surrounding departments to maintain order there. Let NYC run wild. In a day, everyone would be begging for the NYPD to come back. Those "cops" barely do any work or deal with the public on the same scale the NYPD does. Considering the scale at which the NYPD deals with people every day, these incident's are not that frequent as the media would like you to think.
