No. The fare is $1.90. You have to buy a ticket at the machines and then board the train.

They were going to subsidize operations with gas & other tax, but they decided to do it differently so it's a pay per ride system with ticket validation machines instead.

 

You get great views of ellis island & liberty island. Well worth the buck & change it costs to ride!
