WTH is with #4645? What lousy maintance. Anyway, not the first time I've seen that. Seen a C40LF (I believe it was #801) back in 2008 with tape like that on the B63.

Nice catches. BTW, if you think 4645 is bad - 4151 is worse; the skirt rusted quickly.
