Absolutely. As long as you're on a public sidewalk or what have you, and you don't interfere with the operation of the bus, you're good to go. Wondered why. I saw confirmation of the passengers report as 3 sets of ALP46 consists were seemingly in line waiting to get into Hoboken. Then I got word the bus lane was moving again, much to my delight. As I passed Exit 15X, I saw lines of buses trying to get into Secaucus, and everybody standing inside the Station a'la Super Bowl fiasco.
