Do you think subway line cuts can be attributed to retirement of subway cars besides budget issues?

The 2010 cuts had nothing to do with any car shortage. They were due to budgetary shortfalls.

 

With that said, in theory, if there was an irreparable defect in a particular car class, such as the one that took out the 44s, but affected a larger car class, that could force Transit to eliminate certain lines. I'd like to believe they'd first cut service on said lines before outright eliminating them though. Of course, this is all hypothetical and I don't believe we've ever faced something like that before.
