It already passed, seeing from this information:

Car 6688, has been away from the museum for a few months and will be returning to the museum on the afternoon
of Thursday, March 21. 6688
will be crossing the Throgs Neck Bridge again Wed night (tonight) on its way back home. So if you should happen to see a red R17 car sitting along the road somewhere, do not be alarmed.

Its returning to the museum on Tuesday, March 21, 2013. The car is going over the bridge TONIGHT Wednesday March 20, 2013.

So for those of you who are hoping to catch it going over the bridge, it already happened or is happening as you read this. It is still making its way up to the museum, so you can still catch it on its route up to the museum if you happen to live on the route there.
