Who Turned Off the Power

MN's New Haven line has a unique power supply with DC and AC operation. Coupled the changeover between Pelham and Mount Vernon East, there are some locations where the electricity is off due to a change in substations supplying power to the catenary. These locations are called Phase Breaks, Phase Gaps, and Dead Sections. Is there a technical difference between these terms?
