Most use anicient timer systems with vehicle actuated signals at some intersections. The problem could easily be solved by having a central computer for the traffic signals monitoring traffic conditions and adjusting the signals accordingly. Here in Nassau County, notable backups occur on Uniondale Ave at Front Street, stays red for almost 2 minutes for n/s traffic, with only a 15-20 sec green, despite the fact volume on Uniondale Ave is often greater than Front Street. In other situations, lights are out of snyc, so when you stop at one light you get caught at all the others, but if you run the yellow you'll make the following lights. It could be done on purpose, make drivers get impatient enough to run it and get caught by the camera. No wonder there are so many red light cams in Nassau County!
