Without them coming into the portal from the bright sun results in almost zero visibility as the eyes attempt to adjust to the dark. Which means is workers were just inside the portal the T/O would have very little shot in seeing them even though they shouldn't be there without proper flagging but that flagging would mean nothing if you couldn't see the flagger during the visual adjustment period. Same thing in the reverse. Coming from the dark into the bright sun results in whiteout of visibility for several costly seconds. Any point to point flagger standing outside of the portal may not be seen until the train is directly upon said flagger which is not safe to say the least.
