You would have to ask them. I didn't create the sign. The fact of the matter is the passageway can connect you to the other subway lines, but you can also exit and go to the street. Maybe that's part of the reason. It's not like you're getting a free transfer or anything. It's just a matter of convenience in not having to go street level to reach the subway and then go back below ground again. The real issue is the homeless problem.
