So apparently this bus was improperly parked, and rolled down a hill crashing into some cars. If the cars weren't in the way, the bus would've first hit a oil tank in front of PS. 75. It happened on 96th and West End Avenue in the Upper West Side.

That is where chock blocks would have definitely come into play

Compared to other commercial drivers, mta bus drivers barely have to scratch their own asses. No way the union would allow them to have to use wheel chocks unless they got paid extra to do it.
