It's done universally. They also aren't testing codes. Some of the codes have been shifted over to make way for the SBS codes. So, you're in the wrong there. -EDIT-Also, the complaints of the Williamsburg residents did not delay SBS implementation, it was pushed back to coordinate with the summer pick. On another note, it would be nice if you actually maintained some professionalism, post accurate information and stop insulting your viewers especially when you're called out for being wrong.
