I believe that the lines would get shorter not because people are using the alternatives, people will be driving/using car services to Manhattan instead. The next 8th Ave bound train isn't arriving at Halsey Street until 1:56 PM (time written at 1:05 PM). Any station west of that, it won't show 8th Ave bound trains. At 1:29 PM the time changed from 1:36 PM to 1:56 PM. Hopefully, it's a glitch and not a 50+ minute wait until the next 8th Ave bound train. Honestly, I don't think it would've really mattered. The kind of people driving to Manhattan as an alternative to the are most likely already paying a ton to park in Manhattan, so the congestion charge would just be minor hindrance to them.
