Nope! Because this is what they are going to go back to

When did they come up with that rule?

Don't hold your breath for completion anytime soon. 

Maybe we'll get "Super Fastracks" where they shut down a line for a week or more to get this done.

He has nothing to do with that Blue Bible...

He cant change a rule even if he paid someone..

Now  he can be part of a Bulletin, that is another matter which Superseded the Rule...
