Why are the Archer Avenue Subway stations in bad shape?

The Archer Avenue Subway, which opened in December 1988, was once a clean haven when compared to what the rest of the subway system was like at the time--a big mess. But fast forward 30 years later, and they're literally falling apart thanks to water intrusion and sporadic maintenance. Does anyone have an idea why this had to happen? Those stations could get a renovation sometime in the future...

It is ashame they covered the natural light windows at Jamaica Van Wyck and removed some of the platform lighting. So now that station is very dim. Supthin Blvd JFK is just dirty and Jamaica Center is another dim, dirty and smelly station. That station reeks of piss, more especially on the (E) platform.
